DETROIT (WKZO) -- The state's review of Detroit's finances is scheduled to begin on Monday.  This is a step toward the possible appointment of an emergency manager.  In the meantime, the city council plans on a Wednesday vote on a proposed financial restructuring plan.  Governor Snyder has said that his staff is currently looking into the possibility of a municipal bankruptcy for Detroit.
