HOWELL, MI (WKZO) -- The unemployed geologist charged with terrorizing a 4-county area of central Michigan by taking pot shots at strangers for two weeks has been ordered to undergo a forensic competency and criminal responsibility exam to find out exactly where his head is at.
43-year-old Rallied Casteel appeared in courtrooms in Howell and Novi yesterday. His family claims that Casteel was deeply paranoid about the government. He faces 60-separate charges so far and may face many more if he is found competent to be prosecuted.
