DETROIT (WKZO) -- A letter sent by the Detroit Human Resources Office to the police, fire, and paramedics unions saying their contracts were no longer valid has been dismissed by Emergency Manager Kevyn Orr.

The letter was sent out March 28th and Orr had no prior knowledge of the correspondence.  The leaders of the unions representing first responders were reportedly caught off-guard.

A spokesman for Orr says the letter was not approved by the Emergency Manager and it was a letter they would not have delivered.
