KALAMAZOO (WKZO) -- Congressman Fred Upton is predicting that Congress will not be able to come to an agreement to avoid automatic cuts in two months.

The St. Joseph Republican says the so-called second Fiscal cliff they are facing in two months will take effect, and some say that could tip us back into a recession.

Some programs are exempt from the 1.1-trillion in cuts: Social Security, Medicaid, food stamps and veterans assistance..

But both sides agree that slashing 10% across the board in Pentagon and discretionary funding could have a devastating effect on the economy.

It was originally proposed as the unthinkable alternative that was supposed to inspire the so-called “Super-committee” into finding a way to cut the deficit. Upton sat on that committee and it failed.His prediction that it will kick in has to be unsettling for many.
