DETROIT (WKZO) -- Detroit's Emergency Financial Manager Kevyn Orr detailed numerous problems facing the city in his first report to the State of Michigan.

Orr says the police department is in disarray and hampered by poor leadership while the fire department has as many as twelve facilities out of service daily due to staffing problems and broken equipment.  The city's lighting department needs between 250 and 500-million dollars in upgrades to the system which cannot be accomplished given the cash crisis.

Orr is recommending the city hire outside consultants to help with the police and fire department problems and supports the new lighting authority which will handle the electric grid in the city.
