KALAMAZOO (WKZO) --   The City of Kalamazoo will be the first in Michigan to apply Priority Based Budgeting to the way it spends its money, hoping to do a better job of making sure that it's spending plans meet the needs of the community.

They got a presentation from Chris Fabian, one of the developers of the new approach to budgeting, that can be tracked on a sophisticated computer program.

Fabian says it provides a road-map, a guideline that can be followed to achieve results that have been elusive for most cities.    

Mayor Bobby Hopewell says it’s a more positive approach than their current budget process.    

 City Manager Jim Ritsema says it will take two years to fully implement the system, which includes a lot more citizen input into identifying priorities than the current budget process, and that takes time.
