COLDWATER, MI (WTVB) – The City of Coldwater Planning Commission deadlocked 3-3 on a rezoning request Monday night for over 10 acres of property at 190 East Garfield that developers want to turn into a proposed 55 lot manufactured home community.
With the tie vote, there will be no recommendation to the City Council on the request.
The proposed development would be west of the Tallgrass manufactured home property. Tallgrass used to be known as Fairview Estates before it was bought by FR Communities in 2014.
Interim Plan Director Dean Walrack said the staff recommended the rezoning be approved.
Sheri Lindsley, who owns property near Tallgrass, spoke against the rezoning, saying there have been break-ins, criminal complaints and incidents of public intoxication in her neighborhood.
The land is owned by the developer and was in the process of being transferred from Coldwater Township to the City of Coldwater. Farrell-Roeh LLC wanted to rezone the land from Coldwater Township R3 Medium Density Residential to the City of Coldwater A-A One Family Agricultural Residential District.
Meanwhile, the Coldwater Township Board approved a PA 425 conditional jurisdictional transfer request on Monday night for the 10 acre parcel of land from the Township to the City. The transfer is dependent on the proposed 55 lot manufactured home complex being developed. The transfer was narrowly approved on a 5-4 vote by the Coldwater City Council last week.
In other business, the Planning Commission gave a positive recommendation to the Coldwater City Council on passing an updated version of the city’s Master Plan which has been worked on for over a year. The city’s Master Plan was last adopted over 14 years ago. The original Master Plan was approved in 1959. It was later updated in 1977 and 1994.
Also on a rather busy agenda, the Planning Commission approved a site plan from Envirolite Properties at 421 Race Street to add a 43,700 square foot addition to its industrial facility. They also approved a site plan from U.S. 12 Auto Repair for a paved parking lot to replace the current gravel parking area.
