COLDWATER, MI (WTVB) – A Coldwater man has been charged with five counts of failure to comply with the State of Michigan’s sex offender registration laws.
42-year-old Travis Leon Howard-Kinsey was arraigned on Tuesday in Branch County District Court following a Michigan State Police investigation.
Bond was set at $10,000 and not guilty pleas were entered on his behalf. A probable cause hearing was scheduled for July 27 with a preliminary exam set for August 2.
Kinsey is charged with failure to comply with the registration act and refusing or failing to pay a registration fee as well as three counts of failure to comply with reporting duties.
Prosecutors also filed a pair of third time habitual offender sentencing enhancers against Kinsey.
According to court documents, Kinsey absconded from supervision in February and did not report to the probation office. It went on to say he has not made any attempt to update his address or complete a report in compliance with his sex offender registration duties since October of 2022.
Kinsey was placed on probation for five years and given a one year jail sentence in March of 2020 after he entered no contest pleas to charges of attempted second degree criminal sexual conduct and assault with intent to commit sexual penetration. Authorities say the incidents involving an underage girl went back to 2008.
