MARSHALL, MI (WTVB) – The City of Marshall is proactively evaluating its municipal noise regulations as plans move forward for the Marshall Technology & Energy Center, a dual-facility development featuring a data center and a natural gas generation plant.
The project will be built by Alterra Group on land within the Brooks Industrial Park, which was authorized for sale for $1.12 million in late 2025.
Because the property is already zoned for heavy industrial use, construction of the complex is a foregone conclusion and will not face a public ballot. However, due to the persistent humming noises typically emitted by data center cooling fans and the high decibel output of power generators, city officials have introduced over a half-dozen draft ordinances to establish an enforceable, city-wide regulatory framework before construction is slated to begin.
Marshall Mayor Scott Wolfersberger emphasized that any new noise standards must be applied universally across the city rather than targeting a single property. The local administration is moving to eliminate gaps in current zoning laws to ensure the incoming industrial operations match community standards, especially given the site’s proximity to residential neighborhoods and the Brooks Nature Area.
While Alterra Group continues its due diligence process through the third quarter of 2026, city officials are urging community members to voice their feedback. The Marshall City Council is preparing to vote on the final noise ordinance following an upcoming public meeting scheduled for Monday, May 18, 2026.
