QUINCY, MI (WTVB) – On a 4-3 vote, a pair of medical marijuana ordinances were adopted Tuesday night by a clearly divided Quincy Village Council.
One ordinance authorizes and regulates the establishment of medical marijuana facilities. The other updates the village zoning ordinances for medical marijuana uses.
Each medical marijuana facility licensee would have to pay a yearly fee of not more than $5,000. No more than 15 growers and five processors would be allowed. The maximum number of facilities would be reviewed every three years by the Village Council. Only persons with licenses issued by the village would be allowed to operate such a facility. They must also get a license from the State of Michigan.
The updated zoning ordinances would only allow such operations in either industrial or commercial districts.
The Village Council re-visited medical marijuana after voting it down 4-3 last October. But there was been a change on the council a few months ago.
Council member Nick Loomis requested that the matter be put on the June 2018 agenda, and the council voted 4-3 two months ago in favor of having another medical marijuana public hearing which was scheduled for Tuesday night.
After Rebecca Horn resigned in April, she was replaced by Wendy Sallyer, who cast the swing yes vote in June for the public hearing.
